
Elizabeth serves as principal with Baker Tilly’s Municipal Advisory (BTMA) practice, providing strategic guidance to local governments, utilities, and colleges and universities across the Midwest. In her role, she provides independent, fiduciary guidance on the planning, structuring and executing public finance transactions to help clients achieve their infrastructure and economic development goals.
Elizabeth supports clients through every stage of the financing process — from evaluating funding to developing investor outreach strategies and overseeing debt issuance.
Highlights from her municipal advising career include leading debt financing efforts of more than $400 million for transit expansion in the Twin Cities metropolitan area; advising on series of economic development projects financed through unrated sales tax and revenue (STAR) bonds; and serving as lead municipal advisor on more than $1 billion of higher education transactions.
With more than two decades of experience in public finance, Elizabeth spent the first half of her career as a rating analyst at a leading global credit rating agency in New York and London. During her tenure, she chaired credit committees and authored several methodologies. Today, she leverages that experience advising many of BTMA’s high-profile clients on rating strategies. Her work includes developing internal rating models, crafting high impact rating presentations and delivering internal credit training. She has successfully guided numerous clients through the initial rating process and supported many in achieving credit upgrades.
Elizabeth’s public finance expertise spans a wide range of sectors, including utilities, economic development, higher education, student loans, transit, healthcare, housing, structured products and European municipal bonds.
