Seth Cooper is a director with Baker Tilly’s digital solutions practice. With more than 18 years of continuous project and program management experience, Seth has led large transformational initiatives that include the development and management of project management offices (PMO), vendor and procurement management, software development for new products and services, digital transformation assessment and road maps, software selection and technology evaluations, web accessibility testing, independent verification and validation, hosting, application, infrastructure modernization, program management for cybersecurity initiatives for organizations in the financial services, local and state governments, telecommunications and not-for-profit industries.
- Seth served as engagement director for a county with 950 population to lead a strategic assessment that included 39 departments, 85 current-state and future-state interviews/workshops and engaged with 176 stakeholders that led to the development of a digital transformation road map of prioritized initiatives to leverage the availability of $10 million in federal funds
- Led the ongoing management of the State of Indiana PMO for a $60 million program. Seth previously led the modernization of the Indiana’s statewide voter registration system and IT infrastructure for more than 40 projects across a $7 million budget and served as cybersecurity program management lead for 30 projects across a $17.5 million budget
- Appointed to the Indiana Executive Council on cybersecurity to assess cyber risk profiles, identify priorities and establish a strategic framework to implement over 30 cybersecurity initiatives
- Served as the Independent Verification and Validation (IV&V) project lead to evaluate the health of a hosting migration project for the state’s voter registration system and public portal which included stakeholder interviews and the assessment of project activities and deliverables to identify project risk and provide recommendations to mitigate and monitor identified risks leveraging best practices across project management knowledge areas
- Led multiple technology and software evaluations for not-for-profit organizations
- Presents annually at the Indiana Election Administrator’s Conference to more than 500 attendees to achieve cybersecurity and modernization organizational readiness and change management objectives
- Solution architect for multiple projects to conduct web accessibility testing using the WCAG 2.1 standard to improve overall accessibility for people with disabilities
- Developed a custom Agile/Waterfall hybrid project management methodology which improved client user acceptance testing satisfaction to 99.8%
- Obtained Enhanced Electronic Poll Book certification and utilized testing protocol by developing a testing framework which is now used statewide and since leveraged by other states
- Led the assessment, evaluation, road map and planning activities to migrate hosting provider services resulting in a client’s annual cost savings of 18%
- Shaped and executed strategy to lead integration of international banks’ partnership portfolio in determining global footprint for 12 operation locations; provided program leadership and oversight to manage site and associate changes
- Led credit card analytics program through enterprise-wide changes that enhanced payment card data security in order to achieve PCI DSS compliance through use of tokenization, report enhancements and improved data stewardship
- Led agile delivery of targeted deals that were automatically applied to customer’s statements across credit card product catalog
- Launched 3G and 4G technology upgrades to notional cellular provider’s mobile network through management of site acquisition and construction vendors; managed disaster recovery operations and special event deployments across five states
- Launched national cellular provider’s mobile network in Austin, Texas, responsible for adherence to construction project management and site acquisition standards
