In May 2021 President Biden released the proposed budget for the U.S. Department of Housing and Urban Development (HUD) – a 15% increase from FY21. If passed, the budget would provide significant investments in affordable housing.
We invited Denise Muha, housing advocate and Executive Director of National Leased Housing Association (NLHA) to explain the budget framework, next steps in Washington and overall outlook for housing spend. She also shares what long-term housing goals she is working on and NLHA’s top legislation priorities for the industry this year.

For more than three decades, Denise Muha has served as Executive Director at NLHA working on national housing policies and advocating for programs with lawmakers. She has been part of housing legislation that addressed the preservation of more than 1.5 million affordable housing units under Section 8. NLHA is a national organization that provides advocacy training and information to public and private developers, owners, housing agencies and managers involved in providing or administering federally assisted rental housing programs.
