Curtis shares that without stable housing and a housing-first approach, the efficacy of medical treatment falls behind. The group also discusses how one can qualify for Medicaid, some of the regulations around housing and Medicaid and what housing services are available for elderly and disabled persons.

Curtis Cunningham is the Assistant Administrator of Benefits and Service Delivery in the Division of Medicaid Services where he is responsible for coverage policy for acute and primary services, behavioral health, pharmacy and long-term supports and services for the Wisconsin Medicaid program. Curtis is also responsible for the development and oversight of various service delivery models to meet the needs of the 1.5 million Wisconsin Medicaid enrollees. This includes oversight of fee-for-service benefit policy, the BadgerCare Plus and SSI managed care programs, the Family Care long term care managed care program, IRIS self-directed long-term care program, Children’s long term support program and various other program models. Curtis has worked in Medicaid policy, finance, and eligibility for more than 22 years. He is designated as the Wisconsin Disability Director, serves on the Board of ADvancing States, and sits on numerous national workgroups.
