Baker Tilly was retained by a leading defense contractor to perform a detailed review of the projects selected for inclusion in an OASIS proposal submission and an assessment of the organization’s self-score. The organization requested that Baker Tilly provide an independent ranking of projects for the purposes of providing an impartial and independent score.
This large contractor had previously failed to obtain an OASIS UNR Pool 1 award in 2014 and required support to make a bid/no-bid decision in advance of an upcoming OASIS UNR on-ramp.
The contractor had been awarded hundreds of task orders over the prior five-year period, so choosing the ideal combination of task orders to include as primary and secondary projects was not apparent.
Baker Tilly's solution-driven approach
Baker Tilly examined project portfolio data spanning the prior five-year period and qualified projects for selection based on criteria that yielded the greatest point totals.
The analysis required building a comprehensive dataset of project characteristics (e.g., contract type, annual project value, CPARS score, CONUS/OCONUS, number of subcontractors/teaming entities, places of performance, number of core disciplines, etc.) that met minimum scoring criteria across multiple subsidiary and affiliate entities falling under the main corporate umbrella of the client.
Once completed, Baker Tilly inputted these details into its proprietary OASIS Self-scoring Proposal Optimization Tool (SPOT) in order to finalize the self-score and provide a selection of primary and secondary projects.

By providing our client with a self-score well ahead of solicitation release, the contractor was well positioned to make an informed bid/no-bid decision and stay ahead of competition in their development of a strong, organized and compliant OASIS proposal.
