Baker Tilly was excited to partner with Bond Buyer at their 2025 National Outlook conference in New York City in February 2025.
Belvia Gray, Baker Tilly’s public finance leader, joined a panel of finance professionals to discuss hot topics including market conditions, Federal Reserve policy expectations, issuance needs, the potential impact of tax policy out of Washington, the increasing growth of cyber threats, and more.
During the discussion, participants took part in a live market survey, answering questions and sharing their opinions on the industry-related topics. Check out some highlights from the survey!

The markets have been volatile and interest rate expectations have shifted since the Fed’s first rate cut in September. What are your expectations for Fed rate cuts in 2025?
- More than 56% of respondents answered that they expect two rate cuts, and 28% answered one.
How concerned are you with the threat of cyber attacks in the public finance space?
- More than 60% of survey participants selected: "Issuers are at increasingly higher risk AND the public finance industry is not fully prepared for the risk associated with cyber-attacks."
Among all the topics, what do you think will have the biggest impact on the public finance industry this year?
- Changes in tax policy was the topic with the most votes (74%)
