Derek Boyd is a principal with Baker Tilly’s government contractor solutions practice. He has more than 15 years of experience working with and for government contractors in a variety of industries, including technology, professional services, aerospace and healthcare. Derek assists government contractors on a wide range of business issues and regulatory compliance matters. Prior to joining Baker Tilly, Derek was the director of government compliance for a major government contractor.
- Supports clients to design and implement compliance programs to meet regulatory requirements throughout the life cycle of a government contract from proposal preparation to contract closeout
- Aids clients in government audits and negotiations, including responding to Defense Contract Audit Agency (DCAA), Centers for Medicare and Medicaid (CMS) audit reports and Defense Contract Management Agency (DCMA) final determinations
- Analyzes complex accounting system data from various software platforms (including Deltek Costpoint and SAP) for multiple government contractors, using this data to analyze overall financial health of contractors, complete required regulatory findings such as incurred cost submissions, and conduct statistical unallowable cost testing pursuant to Federal Acquisition Regulations (FAR) Part 31 cost principles
- Supports clients to develop indirect cost rate structures, cost accounting systems and contract pricing which comply with FAR, Cost Accounting Standards (CAS) and other applicable requirements
- Assesses clients’ compliance with CAS, including negotiating cost accounting practice changes, resolving CAS noncompliances and preparing cost impact analyses and CASB disclosure statements
- Conducts reviews of contractor business systems for compliance with DFARS requirements, helping to prepare contractors for system demonstrations and walkthroughs support government audits, including documenting detailed corrective action plans to address audit findings
- Documents effective policies, procedures and manuals around a variety of operational functions and business systems in order to meet both internal stakeholder needs and external compliance requirements
- Develops termination settlement proposals to support government contractor’s recovery of all reasonable costs resulting from terminations for convenience or default
- Supports attorneys on bid protest matters as a compliance specialist
- Performs financial and compliance related due diligence engagements for both buy- and sell-side merger and acquisition transactions
- Manages large-scale system implementations impacting key contractor business systems, including requirements gathering, business process flows and acceptance testing
