Jim Miller is a director with Baker Tilly’s development advisory practice. Jim has more than 39 years of construction experience, both in construction company operations management and construction consulting (nationally and internationally). Joining the firm in 2016, he leads the construction dispute resolution services offering. Jim has extensive active project experience that includes resorts/hotels/hospitality, commercial, office, condominiums, multifamily and sports venues.

• Qualified as an expert witness in federal, state and international court
• Participate in claims ranging from $5 million up to $150 million
• Provides expert witness testimony on construction damages
• Worked on numerous construction claims such as; labor productivity inefficiencies, acceleration, delay, stacking of trades, etc.
• Developed and/or reviewed client construction claims based upon actual results and supported by documentation
• Participated in jury trials, arbitrations, mediations and settlement discussions - Construction audit:
• Leads construction project audits
• Reviews construction contracts and assists with identifying risks and communicating opportunities for improvement
• Develops and executes project specific audit programs
• Analyze construction project costs and identify opportunities for cost recovery and cost avoidance
• Pay application analysis, documentation and roll forwards
• Change order analysis
• Contingency and allowance analysis
• Labor rate analysis
• Extensive construction cost forecasting experience
