As a state and local tax (SALT) director with Baker Tilly's Washington tax council practice, Shannon acts as a resource to all of tax regarding state tax specific questions and legislative developments including the potential impact on clients. She regularly prepares and distributes guidance to the firm detailing SALT updates including legislative developments and state issued guidance.
- Provided state tax advisory services to public and private companies, including assessing and implementing tax strategies, while managing the client relationship and serving as the main point of contact
- Performed state tax due diligence services on target companies identified for acquisition to determine and quantify potential state tax exposures
- Areas of diligence include state income/franchise tax, sales/use tax, transfer tax, employment tax and abandoned and unclaimed property
- Facilitated and negotiated voluntary disclosure agreements with multiple state taxing authorities as it relates to improper remittance of sales tax by various companies after a merger/acquisition
- Negotiated state tax controversy matters, including responding to information and document requests and drafting memoranda to state tax authorities in support of taxpayer positions
- Performed reverse income tax audits (“RITA”) which included reviewing state income/franchise tax returns to identify potential refunds
- Presented potential opportunities to clients and upon approval, amended state tax returns to claim identified opportunities
- Conducted reviews of state income tax returns and supporting workpapers
