Steven Brewer is a director Baker Tilly’s government contractor solutions practice. Steven has more than 10 years of experience providing specialized pricing, compliance, negotiation, audit and litigation support services to government contractors across a variety of industries. He has worked with a variety of contractors providing services related to federal supply schedule contracts, including proposal preparation, option extensions, contract compliance and audit and litigation support. Steven has also worked with contractors on other contract compliance and proposal-related matters, including supporting commercial item determinations and pricing reasonableness.
- Supports proposal preparation and option extension efforts, including performing historical pricing analyses, developing basis of award and pricing strategies, preparing commercial sales practices disclosures, developing compliance programs and assisting with contract negotiations
- Provides dispute and litigation services to contractors and their legal counsel by performing complex data analyses related to pricing issues under the Federal False Claims Act and Price Reduction Clause
- Assists contractors and their legal counsel to prepare disclosures under the requirements set forth by mandatory disclosure regulations
- Assesses contract compliance and helps contractors develop, improve and implement compliance plans and internal controls
- Provides support to clients during Office of Inspector General audits and Department of Justice investigations, including preparing and analyzing data, facilitating information requests and developing responses to the government’s claims
- Experience in the preparation of incurred cost proposals, including calculating indirect rates, performing statistical sampling, conducting unallowable cost testing, extrapolating testing results and reconciling schedules
