Comparative rate studies for Indiana utilities

We are often asked how a community's utility rates compare to those of neighboring municipalities. Accurately comparing local rates and charges with those of similar utilities is an important tool to assist utility managers and decisions makers benchmark their water and sewer rates.

2025 comparative rate studies:
Drawing on data from 371 water utilities and 392 sewer utilities across Indiana, this report is our most comprehensive comparative rate study to date. 2023 comparative rate studies:
This report summarizes rates and charges for sewer service provided by 76 of the state’s RSDs. It includes average statistics, minimum/maximum monthly charges and the number of RSDs by customer base, effective dates for RSD sewer rates, and how Indiana RSDs can use Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act funding.
