This organization is the primary government oversight authority for natural gas, electricity, water/wastewater, pipeline, motor carrier, rail and telecommunications utilities, which is mandated to enforce federal, state and local regulatory compliance and consumer protections.
The business challenge
The agency was looking for a partner to develop and lead a strategic planning process to help create a comprehensive five-year strategic plan to guide the commissioners and executive staff in decision-making and operations. The landscape of the organization has changed with new commissioners appointed, a new executive director hired and the evolution of its work practices in a post-pandemic environment.
Strategy and solution
Baker Tilly worked with the agency to lead a current state assessment and strategic planning process which included interviewing and surveying personnel and leaders throughout the organization, as well as multiple external utilities overseen by the agency to assess the current state. Baker Tilly compiled output into current state themes and strengths, weaknesses, opportunities and threats.
Baker Tilly then planned and facilitated a strategic retreat that led to the development of a new operational vision, mission, organizational values, strategic focus areas, objectives, initiatives, tasks and key performance indicators (KPIs). The results of the workshop yielded a road map and timeline of action items, task owners and expected outcomes. The next steps for the agency involve implementing the road map to help achieve their organizational goals.
