At this point, ICPro is only designed to support Deltek Costpoint imports. Therefore, ICPro is currently only available for users of Deltek Costpoint. However, ICPro supports creating and updating pool and base definitions outside of Deltek Costpoint maintained tables. ICPro can also support home office ICPs and home office allocations into segment ICPs regardless of whether home office costs are within Deltek Costpoint or not. Additional import formats are on the product roadmap for the future.
Additionally, if you enjoy using an Excel workbook for your ICP because of the manual adjustment and flexibility you need in each year’s schedule development, ICPro might be right for you. The product supports a variety of data adjustments, uploads and tracking/audit trail information to enable flexibility, ICP real-time management and historical record keeping for future ICP audits.
ICPro is an online application hosted within the FedRAMP-certified Azure Government environment. Authorized users within your organization can access the system through Baker Tilly’s secure portal, enabling them to fulfill their designated responsibilities with the context of the ICP. The platform supports multiple users in the configuration of the ICP while ensuring comprehensive audit trail functionality.
The output from ICPro includes all the schedules required per the Allowable Cost and Payment Clause (FAR 52.216-7) as a completely linked and operational Microsoft Excel file for each segment, with one exception. At this time, ICPro does not support signature authority within the tool; therefore, a signature on the certificate of final indirect costs (Schedule N) must be obtained and incorporated offline.
If you would like to include optional or supplemental schedules, that must be performed offline.
Once ICPro has been used for an ICP submission, configuration and mapping settings can be copied forward into the subsequent years’ ICPs.

Baker Tilly is proud to introduce ICPro — a first-of-its-kind application designed to simplify the work of creating and processing Incurred Cost Proposals (ICPs) for government contract compliance, including addressing Defense Contract Audit Agency (DCAA) adequacy criteria. ICPro exists to maximize the accuracy and security of your ICP submissions while minimizing the time and energy spent doing so.
Federal Acquisition Regulation (FAR) contract clause 52.216-7 requires all government contractors with flexibly priced contracts to prepare and submit an Incurred Cost Proposal within six months of the contractors’ fiscal year-end. An ICP is a complex set of schedules that details actual costs incurred during the fiscal year to finalize the indirect cost rates and update contract billing. The process for preparing ICPs can consume both time and resources, as each ICP requires contract-level financial data and attributes to populate the various schedules.
ICPro is an automated tool that guides government contractors through the ICP preparation process in a streamlined manner by using the required and optional structure within the users Deltek Costpoint accounting system.
