ICPro™ — Incurred Cost Proposals just got easier.
Faster. Easier. More accurate.

Baker Tilly is proud to introduce ICPro — a first-of-its-kind application designed to simplify the work of creating and processing Incurred Cost Proposals (ICPs) for government contract compliance, including addressing Defense Contract Audit Agency (DCAA) adequacy criteria. ICPro exists to maximize the accuracy and security of your ICP submissions while minimizing the time and energy spent doing so.
What are Incurred Cost Proposals?
Federal Acquisition Regulation (FAR) contract clause 52.216-7 requires all government contractors with flexibly priced contracts to prepare and submit an Incurred Cost Proposal within six months of the contractors’ fiscal year-end. An ICP is a complex set of schedules that details actual costs incurred during the fiscal year to finalize the indirect cost rates and update contract billing. The process for preparing ICPs can consume both time and resources, as each ICP requires contract-level financial data and attributes to populate the various schedules.
What is ICPro?
ICPro is an automated tool that guides government contractors through the ICP preparation process in a streamlined manner by using the required and optional structure within the users Deltek Costpoint accounting system. ICPro allows accounting or compliance leaders and their teams to quickly co-work on completing forms and upload data that will be utilized to complete the required ICP schedules, with an easy-to-understand Q&A format and walk-through process.
ICPro benefits

ICPro’s user-friendly and intuitive design guides you through the entire ICP process — including the ability to ingest and process client cost data from Deltek Costpoint — to deliver an adequate submission through a comprehensive and linked Microsoft Excel workbook meeting the format required by the DCAA. From start to finish, ICPro helps you:
Incurred Cost Proposal FAQ
How will ICPro save me time?
- Guided process: ICPro provides a step-by-step guided process asking you relevant questions about your organization. This eliminates the need to search through regulations or other government guidance to determine what information must be included in an ICP.
- Automated calculations: The software automatically performs required calculations tailored to your organization’s indirect rate structure. It also allows for Excel-like flexibility including account, project and organization adjustments plus allocations from one indirect pool to another indirect pool (and others) — all while improving accuracy and eliminating manual calculation risk.
- Data import: ICPro uses data you import directly from Deltek Costpoint and can roll forward from previous years’ ICPs in ICPro to reduce manual data entry and potential errors.
- Error checking: The software checks for errors or missing information before you submit, helping you avoid costly mistakes and resubmissions.
- Instant results: The system performs real-time calculations so you can see how different scenarios impact your submission.
- Access to resources: ICPro offers built-in explanations and tips as well as access to our government contracting specialists to help you better understand your submission and make informed decisions.
How does ICPro secure my information?
- Hosting: ICPro is hosted in the FedRAMP-certified Azure Government tenant.
- Encryption: ICPro uses industry-standard encryption to protect your data.
- Authentication: ICPro employs multifactor authentication, requiring you to provide additional verification steps beyond a basic password to access your account.
- Monitoring and testing: Baker Tilly regularly monitors its systems for suspicious activities or vulnerabilities. Rigorous testing is conducted to identify and fix potential security flaws.
- User controls: You have control over your data within your account. You can review, edit and delete information as needed.
Is ICPro right for my organization?
At this point, ICPro is only designed to support Deltek Costpoint imports. Therefore, ICPro is currently only available for users of Deltek Costpoint. However, ICPro supports creating and updating pool and base definitions outside of Deltek Costpoint maintained tables. ICPro can also support home office ICPs and home office allocations into segment ICPs regardless of whether home office costs are within Deltek Costpoint or not. Additional import formats are on the product roadmap for the future.
Additionally, if you enjoy using an Excel workbook for your ICP because of the manual adjustment and flexibility you need in each year’s schedule development, ICPro might be right for you. The product supports a variety of data adjustments, uploads and tracking/audit trail information to enable flexibility, ICP real-time management and historical record keeping for future ICP audits.
How do I access ICPro?
ICPro is an online application hosted within the FedRAMP-certified Azure Government environment. Authorized users within your organization can access the system through Baker Tilly’s secure portal, enabling them to fulfill their designated responsibilities with the context of the ICP. The platform supports multiple users in the configuration of the ICP while ensuring comprehensive audit trail functionality.
Is the output ready for government submission?
The output from ICPro includes all the schedules required per the Allowable Cost and Payment Clause (FAR 52.216-7) as a completely linked and operational Microsoft Excel file for each segment, with one exception. At this time, ICPro does not support signature authority within the tool; therefore, a signature on the certificate of final indirect costs (Schedule N) must be obtained and incorporated offline.
If you would like to include optional or supplemental schedules, that must be performed offline.
Can I reuse last year's ICP submission?
Once ICPro has been used for an ICP submission, configuration and mapping settings can be copied forward into the subsequent years’ ICPs.
What support does an ICPro specialist provide?
We have several different support plans available, ranging from entirely self-serve, add-on advisory hours to support questions, or a completely custom white glove experience.
